From the pics and what you have said I very much doubt any drainage is in-place. Given you can access one end of the wall it should be easy to identify if ag pipe and gravel has been used. The spanning of the sleepers is very suspect and IMO they should be supported by another post in the middle. One of the sleepers in the pics is only just long enough to slot into the H beam post - Treated Pine sleepers are known to shrink - mine did on the wall I built. Give this a couple months in the weather and that top sleeper will shrink and no longer be slotted in the steel post. It will then be free to move and push forward. The amount of rain in the future will govern how long the wall will last before it fails and needs replacing. If the builder is so keen to rely on the engineering specs then request to see the specs / plans and then compare that to what he has built. Thank you again Simeon..
