Today our neighbour has poured concrete for paths around his house and we came home to fine much of it come through under our fence. The only issue I would have is that they have formed up on your property, technically the boundary is down the middle of the fence.....the form work should be on their side....the concreter should have known that but by the image that you posted it looks like they have used an amature because its very messy and it hasn't been finished neatly. Our concreter said to leave a gap before the fence for water run off and any future fence maintanence/replacement.
