My interpretation is - 1. Exempt development does not need anyone's approval. You can just go ahead and do this. 2. Complying development needs approval by a certifier. Re: expempt and complying development 2Dec 12, 2012 3:30 pm Basically an excempt development ( normally something small like a pergola) or a complying development (a possible example may be a house replacing a house) doesn't need all of the planning procedures. In either case I would go to the council saying you believe that your development is either exempt or complying. If they agree yu should get a permit straight away.
