Hi. What's the best? depends on situation?
How about a brick wall that is below ground level, and want to seal it completely from moisture?
In the US I have used this, but it's not available in Australia:

I remember I used to work in a facilities department and we had an outbuilding with a concrete block wall on the back side that was partially below ground level set in against a hill. Whenever it rained, water seeped through the concrete and flooded the office area. We paintd the wall up to ground level with the stuff above and there was never in the next 3 years a moisture problem again.
What's most similar to this in Oz that can be painted over?
