I have water saving shower heads that don't put out a lot of water. The hot water service by law, possibly Victorian law, must have a temperature system fitted that adds cold water in to prevent the water getting over 50 degrees celsius. So if the pressure level drops below a threshold, I believe its either 15 or 20l/minute for the model I have, the hot water shuts off and it can take 30 seconds to heat up again. So the workaround is to run the shower on full pressure, and add a little cold water if I drop the pressure the temperature starts going up and down, but if I keep it on full pressure there are no problems.
