Are you using tanks for toilet flushing?
Given that the O.P. hasn't built the house yet, one would assume that the use would be determined by the BASIX requirement plus any other compliant usage he/she may opt for.

I am in a similar boat, and I have been quoted $33,000 for hydraulics set up. My tender had a PA for 17K and was advised that was on a higher side!!
