It sounds like you are a novice so remove the tap tops and flanges to see if its not done already. If it isnt you will need a cheap silicine gun and tube of silicone from Bunnings. Cut off the end of the tube attach the nozzle, fit into gun and pump some in the hole around the tap spindle. Wet your finger to seal/smooth off and wipe off the excess, then reasemble the tap tops. You will possibly still have some paint bubbling as the wall continues to dry out -- provided this is your problem Arfur Thank you @.
