I have already mentioned that the water coming to my toilet flush is a recycle water connection as its a new estate and they use recycle water for toilet flush and gardening. We are going to put in an additional kids toilet in the main toilet. We had no problem getting this included. If they can then they have a point, if they can't then it will be weird if they won't go ahead. You could also check with the Plumbing Board.
