If you are in a standard urban sub-division, then, no it doesn't sound normal. If you are in a more rural environment, where power isn't "at the gate" then it is quite possible for the costs to be substantial. Your only real alternative is to stay off the grid and use solar with batteries. Is it Suburban/Semi Rural/Rural/Uber Rural? How big is your block of land? How big a set back do you have? Is there power (above ground) on the street? If there is power there, you may be able to reduce costs by seeing if you can dig you own trench. I'm pretty sure there has to be 600mm of soil above the top of any conduit it runs in. If you can get a ditch machine for a couple of days even a big block wouldn't be hard to do. Make the ditch around 700-800mm deep and maybe 300mm wide. That should cover the trench requirement.
