One option is to call the housing commission and ask them when they established your area. I'd also suggest you goto your local library and have a look Ian Evans books that apply to your hosue. I had them as a kid in QLD with screens, we had some that flipped up the bottom half, and others that the bottom half slide upwards. I'd stick with the windows and keep the charachter - get screens to go with them. re the noise - seal the edges with rubber dust seals, and then if not effective enough, double glaze them with a film of plastic or perhaps perspex.
