Does any one know of an electrician that can come out after hours to replace a downlight transformer. I have replaced the globe a week or so ago and could here the transformer humming. It has now blown the second globe.

Your downpipes are just one issue, the other is site drainage, you should be able to have natural surface drainage to LPD, with charged system you can't.
