You need to be wary of the depth of the riser and piping as I think there is a minimum depth that needs to be observed when any paving/concrete is going to be put on top of any buried piping/cables. From memory water pipes must be min 400mm under ground and electrical 600mm. Check with your local council or even the builder, they should know.
