Like Richo said it's just the rain that's hit the side of the gutter gathering into droplets due to gravity. I've only once seen water coming out through the slits in our gutter . That was during quite heavy rain. I checked the gutters after that and yes! they were full of twigs, leaves and sludge. The slits are your friend, but I too suggest clearing your gutters.
