quick question. i know with gas and electricity, the builder pay all usage during building period. how about the water? should the builder payed for it as well?

Yep. Same with us. It's stated in the contract.

thanks Chippy, i hope they have applied sealer but i am doubt to be honest, so i am gonna do this job after handover.
