In WA the only licenced trades are plumbers and electricians (and hairdressers, but they're not much use when you are building a house). Builders and painters have a registration board. All other trades are a free for all. You obviously have qualified tradesman who have done an apprenticeship, but there are plenty of good tradesmen who have learnt the trade on the job with no formal training. Roofing carpenters are a classic example. Many if not most have never done an apprenticeship, they just start out as a hammer hand and learn how to pitch roofs, then eventually go out on their own. Would you trust someone like that with your major extension? But a fully qualified carpenter that has worked in the business for many years probably knows more about building than most. But as has been explained no matter how well qualified your carpenter is, he can't act as a builder. In WA if the cost of a project goes over $20k then you either have to have a builder do the work or you need to become an owner builder. If you OB then you carry the can for the quality of works carried out, plus you need to cover the insurance for the job. But you can choose to use whatever tradesmen (or non tradesmen) you like. If the OP is going to OB and they feel comfortable with their carpenter then they should have no concerns and no legal issues trusting him to do the vast majority of their build.
