I think it's just lucky they're really big so it'd take a lot of work for them to get under so at least we'd catch them in the act. I think something like rio is a good idea, if you can get small enough squares so the dog wouldn't fit through. You can hammer it down into the ground a ways and then angle grind the tops off it.
