In that case a private certifier may well be quicker and cost about the same as council. If you haven't got the DA yet, your builder might be suggesting using a PC because your development is 'complying' which means it comes under the new SEPP a code that removes the need for some developments having to go through council for a DA. In that case a PC is the way to go too. at the very least a PC will be able to tell you whether your development is suitable for this type of certification. Breathe in, breathe out....
