I'd plant a hedge along the top and have softfall or grass on the lower "fall zone". Our last house had a rockery drop off which was over 3m between the top & bottom garden - scary with crawlers but at 2yrs+ they were fine. Nobody ever fell though my 5/6yr old nephews did jump. I didnt know that about having a fence but it sure makes sense. I would prefer to tier it but as we are having a really small backyard already I'm not sure that it is going to be possible. Youngest DS was climbing cupboards and fences at 10.5 months old. He's 14 now, and can still climb anything. The drop from level to level is reduced, so safer. And I remember that as a kid, I loved jumping around from level to level in the backyard. Some people don't have time to do the job right the first time, but seem to have plenty of time to fix their mistakes.
