He is not a good neighbour, but is silly enough to think that you don't know what's he doing. This is to me like him dumping garbage into your backyard, whenever he's got more than he can handle. Or, another example - why would councils insist on having a sediment control in place for both demolition and construction (even on extermely gently sloping land)?!!? Would it have anything to do with protecting the adjoining properties from any adverse effects of any works that are going on within our own boundaries - so same should apply for not-taken-care-of stormwater. He actually may already have earned himself a penalty. And being a plumber, he should know the regulations better - which only makes him even worse. I doubt they would allow it to run off freely into the owners back yard in the first place. I wonder if the granny flat is approved at all. And guess what: You guys are right. There is no record of an additional granny flat or garage that has been approved by the council and it is definitely not a right thing to discharge his stormwater to my block. The council suggested me to write a formal complain and they will send someone to inspect the property. Well, since I still want to maintain a good relationship with my neighbors, I decided to sort out the matter personally, at least for now. I went there a couple days ago. Had a chat with plumber's mother(Her son was not at home). I told her to tell her son that he should not discharge all the storm water to my block, it's not right. I also let her know that I am well aware that the granny flat and garage have not been approved by the council. I gave them until April next year to fix the problem. If nothing has been done then I promise them I will go straight to the council. I do like the idea of putting caps on their PVC pipes. I will let you know once they rectify the problem, hopefully before April next year. Hopefully the mother understands how serious the issue is and gets her son to fix it asap. You are lucky that his development is illegal otherwise it would be a civil action. The covering of the pipe would lead to a different sort of issue in regard to dealing with someone who already doesnt really have a respect for authority, unless you are prepared to go one step further when he retaliates (and he will) then go through the motions legally. I told them I do not mind how they fix it but it has to comply with council's requirement. As its much the same as Borepigs situation, (deliberate) I figured it is ok to share his thread, particularly as Google sent me here. I wont get into the fine details just yet as this is a public place and i just today lodged my complaint directly with council rather than discuss with the neighbour for good reasons. Lets just say that I would rather allow the council to inspect his drainage systems before he can cover it up anymore. Maybe its different up here, my council does offer a service to inspect such matters, http://www.goldcoast.qld.gov.au/t_stand ... x?pid=1289 As I understand this, the council/state guidelines say that they have the authority to direct a property owner to properly discharge their water if it is coming from roof gutters or down pipes, but not if it is natural overland flow. Its blacker than the photos. What is it? Mould i suppose, i am clueless about this, obviously its not something you see every day! but I dont want to clean it off until matter is settled as it is 'evidence' of the issue. But is it dangerous to humans? will it go away if the water goes away? Should i just leave it or do something about it? I agree, two neighbours deliberately diverted water onto our property We blocked the pipes, both neighbours unblocked them - we reblocked them, both had the view but they didn't want the water... um nor do we! One of these neighbours also dumped their bush prunings onto our place once again because they didn't want them So we tossed them back - then they tossed them again so we tossed them back this time the neighbour saw us doing it and said oh I didn't think you'd mind - said neighbour moved thank goodness - lol We still have the other one but no longer have the water issue they redirected it Re: My neighbour's roof and stormwater goes all the way in m 37Oct 17, 2010 6:24 pm Caromac HI, It looks more like moss than mould. Is it green and spongy?? no, its black (though one might say a very dark green) and it has virtually no density at all. The section in the image faces directly east, gets a few hours of late morning sun, as it is in the area blocked by the next door house. a bit further along where it gets the sun from dawn to noon, there is no moss. So your hunch was correct i assume, thanks. I havent heard from council yet, wheels turn slowly. Grab a hose, insert it at the top of the inlet/down pipe and turn the water on and see where the water is escaping from.
