The LED downlights are much cooler but we've already tested some and frankly the light is not the same..it's a much weaker light imho and nowhere near as 'warm' in tone. My understanding is that it's mandatory if they are near insulation but I'm not sure if you need the cans if they aren't. So that will lay on the transformer or downlight and in most cases be more flammable than insulation. I'd be using them regardless of insulation being present or not.
