My council planners are awesome, just give them a ring, and they will tell you exactly what you can and can't build. I already had survey pegs in place, but it its a corner block I wouldn't worry too much about getting it perfectly on the boundary. My neighbours are 11cms over my side. Your fencing guy should be able to measure it off the land title plan. There is a whole lot more to know than just the answers you seek but they are a good start.
