Kids soon learn how to negotiate these things, and I think a fence would cause more problems (climbing). If your child is young enough that this drop would be a problem, then they're young enough that they'd need supervision outside anyway. Having a 3 and 4 year old I completely agree with this. It's just giving more opportunity for disaster. The only thing I would consider is a small hedge along the edge of about 30cm high that the kids won't be interested in crawling/climbing through.
