You are only responsible for the damage you cause to council assets. It's no different than when you build on an existing site which already has damaged council assets (ie footpaths, gutters). A delapidation report is lodged before the project commences, and at the end of the project you are only liable to fix what you have damaged (not the stuff that was previously damaged).
