A steamer should take care of one room but in another it looks like the wallpaper has been painted over. I vaguly remember reading somewhere that once you paint over wallpaper you can't get it off. Is this true? Is there any way to get the wallpaper off? The best option would be a few good quality, sturdy and sharp paint scrapers and a handful of mates over a weekend. Make sure to fire up the barbie and have lots of patience. If it's on a brick wall - you might do some damage to the plaster, which will need to be repaired correctly before re-painting. If it's on plaster board - you might be better off ripping it all out and replacing it, if it's only one room. A heat gun seemed to improve things slightly - may have been a placebo effect though. Soaking with a hand held spray gun was effective (but won't work in your case with the layer of paint to contend with). I think try them all and see what works best (at least better than banging your head against the wall). You might even try a paint stripper to thin out the layer of paint and that might let you get to the underlying wallpaper a little easier with one of the above methods. Prepare for the worst i.e. that it could take you 3 days. Persist and it will be worth the effort. Good luck.
