The guy who owns and operates [edited] does/did not know the council rules about where water tanks and sewerage systems must be placed and has no formal qualifications to instal these systems.
If as in our case he screws up you will be left with tanks not installed properly and be out of poket with little or nothing that can be done to recoup your losses. (We have found out since he has installed systems in the wrong place for others).
To make matters worse you have to install a system for council to pass off on so you can move in effectively doubling the cost....
Have you tried to get money back..?? it costs more to go to court than the debt itself, even if you do win there's no guarantee of getting paid anything ever......

Did you do any research into the installer or the design prior to contracting this guy?
Something to note, you may wish to "modify" a few of your comments as they could be considered defamatory.

In NSW you can go to the Department of Fair Trading's Consumer, Trader & Tenancy Tribunal. For $31 your case will be heard and a determination made. Each party shows up and presents their case without legal representation. Quick, inexpensive and effective.
All you need is a good case.
P.S. I expect that similar tribunals exist in all states.

In Victoria it is VCAT.
Same thing $30 and your case is heard and a ruling made....

The plumbers working on the house told him of the rules on the morning he was to install the tanks.....
In answer to a couple of other questions.. yes we did do a lot of research, the system is one of the best on the market the Icon Septech information all adds up and we have no problem with the product but you have to buy thru the installer, its all great untill you try to get it installed by this clown.

Settle down Tiger!!!
We are here to help and pass on knowledge. The problem is with these sorts of things is you only get "one side" of the story and it is nice to get a broader view before making any descisions.
Good Luck with it.
