We had a credit of around $2000 coming to us and it was deducted off the final payment amount. Some builders must do things differently though, so it's always best to check if your contract isn't clear. (We are in WA) Also, in our contract variations are all sorted in the final payment. It seems very clear to me that your contract states that a security account does NOT need to be established so the answer to the builder is NO.
