They are upgrading to 100mm on yourbehalf so that it will be strong enough to a a concrete drive way above and not just pedistrian traffic. ie 100mm pipe is much stronger than 90mm pipe. Take a look yourself the walls are much thicker that the 90mm pipe. Not too sure if it would cost that much though. Plumbers 'can be' plumbers, made all the worse by self certification which the building surveyor invariably accepts as proof of compliance!
