Basically you have to submit an application showing the proposal & how it meets local planning guidlines plus items such as neighbourhood character; overlooking; overshadowing; height limitations; carparking; sewerage; stormwater; landscaping etc - all of which are detailed in 'clause 55'. Initially speak with your local planning dep't & then any competant building designer will be able to prepare the application.
