I was under the impression that rebates for rainwater tanks etc on new homes went to the builder, who allegedly would pass on the saving to the customer. I assumed the solar thing worked the same way. I'm really not sure.... Why can't government websites actually give you the info you want in plain English? This site explains a bit about the existing scheme: http://www.environment.gov.au/settlements/renewable/solarhotwater/ it definitely doesn't apply to new homes. But I don't understand why it only applies to replacement of ELECTRIC hot water systems. What about the 90% of Melbournians who have gas systems?? I don't know anyone who has an electric HWS these days....that would be insane. Now I'm trying to find out what RECs are all about.... It's now legislated that all new homes are to have a tank.
Agree wih your comment about the websites needing to be written in plain english though. Half the time it's the policy bofins who guide what material goes on the web and they wrote the complicated piece of legislation in the first place! I have a vague recollection of this being mentioned during the WA state election. It seem to remember it was quite generous, making the price of solar power very affordable.
