I work for another telco (all though I'am an ex Telstra Engineer) and my carrier has plenty of capacity left. Pity people just wont leave Telstra.
I'll leave Telstra in a flash if you can get me a line in by month end and if I can get ADSL on that line before Xmas.
I didn't know that anyone beside Telstra can put in lines.
Telstra are the only company that the government allows to put the copper cable into the street (funny that seeing that Telstra is 51% government owned ). All other telco's put in a wholesale agreement to use this copper with Telstra, its around the $12.50 mark per month for the ULL (copper connection) telco's pay .
Hence companies like AAPT, Optus, Primus, IInet etc etc, can basically provide you a service all around Australia either on there own exchange network or re-sell them.
