The moisture is an issue, back when these homes were being built it was not common to put down the black plastic (vapour barrier) under the concrete, therefore ground moisture is just drawn up into the slab. It's been a long time since we have had such high volumes of rain and the ground is pretty much saturated. (1) First!!!! check its not asbestos!!! If it is (and i think it is) it needs to be removed properly (2) Once it is removed and you're back to concrete floors the only option is to treat the floor surface with a hydrophobic treatment to seal the surface preventing the moisture from coming through. I would suggest three treatments, 1 day apart. You wont get anyone to warrant the work so I would probably suggest you do it yourself. The hydrophobic treatment is a clear spray-on treatment, Bunnings or a waterproofing store will have it. You can apply it with just a garden pump sprayer. Spray plenty on the surface. It will penetrate the slab about 10mm and create a block stopping the moisture rising up.
