Not sure how or if it can easily be fixed or if it would need to be pulled up and redone. I am no expert but I suppose you could grind back the whole driveway so it is all flat but then you would lose the pebblecrete effect. I would ask the builder to talk to the concreter about it. Pebble crete is just standard grey concrete that is placed and once cured is topped with an epoxy based pebble finish that is trowelled on. I think it is exposed aggregate and to be honest it's not great. The straight lines you can see are screed or bull float lines that haven't been floated out. There's also a couple of hollows. It looks bad in the glancing light but ultimately the concrete has been very poorly placed, so you can see the imperfections in the exposure.
