All acrylic paints will form a film, if moisture appears it will blister/bubble the paint at those locations generally take a few years, depending on rain, ground water etc If want clean, neat finish then be prepared to scrape off over years and repaint Alternatively, could use cement/lime based coatings that will allow moisture to move through wall.
