The same thing has happened to me and I found out that the builder has not paid the suppliers and this is why I can't get the certificates. There seems to be nobody to enforce the contract., unless you take the builder to court. I am trying Fair Trading. Basically, you have not received what you paid for. Good luck. Hi Beechey, you're right about that. Despite all the consumer protection agencies and building watchdogs out there, the only real way to enforce your contract is by taking legal action. Fortunately, usually threatening legal proceedings is enough to get the builder to comply with their obligations (even if the builder gets their own lawyer, that lawyer will advise the builder what they need to do in order to comply with the contract).
