Practical completion of house with a pool

We are building a house with a pool and nearing completion after 15 months. Our pool is also part of the same house contract and we only have a concrete shell at the moment. Our builder has said we’ll have practical completion of house next week and the remaining pool work will be done later.
Will this be considered to be practically completed even though pool work which is part of contract won’t be completed? I believe builder can get occupancy certificate as the house will be completed

In NSW, unless you have a very generous certifier, the pool will need to be 100% completed for OC. Not sure how it works in other states

Read your contract about final payment conditions.

That is when can contest/dispute incomplete work and defects.

When is builder proposing remainder pool work?

Practical Completion is when the terms and requirements of the contract are met with only minor errors and omissions outstanding. If the builder included the build of the pool within the contract with the dwelling then PC is when the pool is complete as well!
