Occupancy certificate

We are in NSW and require 2 positive covenants to be placed on the property didnt really underdtand this but apparently it will take a few months, and have just been told we need another retaining wall that was not on the original house plans so when the private certifier came out he now has told us we need to go through CDC for a new wall and he won't provide on OC with out it. It's a nightmare hand over was December and the builder is still sending his maintenance people out to fix things off the hand over list. So it's getting ridiculous to continue renting while our house sits empty.
