I'm currently going through a KDR of the Primary Residence where a detached secondary residence (Granny Flat) is being left in place. Where you need to focus on and check is the rules detailed in a document called a Development Control Plan. Each Council have their own DCP, so get online and get a hold of the DCP relevant to you. Some Councils offer a pre-application appointment services where you can meet with the planning department and they can advise you if your plan has merit and has a good chance of being approved, or if it's way outside of the planning policies etc. Good luck with your build.
