You just have to choose the upgrades, and some preferred upgrades may not be available. ie a volume builder will install any batt R rating you want, you can get anticon under the roof on top of the upgraded bats. You have some say in siting the home depending on the size of your block/orientation. Double glazing is standard for a number of builders already. Some volume builders offer in slab heating and hydronic as an option, but as a hugely expensive upgrade usually not worth it. You wont get airtightness etc. from volume builder. If you're looking for value in that respect, have all the upgraded insulation done by the builder, double glazed windows and get a large reverse cycle heating system. Then after hand over get a +12Kw solar and battery system set up. If you want a bit more input/control youre going to have to go custom. Large temperature changes over seasons, snow loads, timber species, population density etc are all part of it. Australia didnt develop a double glazing as a standard, nor 6' studs, or shingles and tar paper, and hydronic heating for a reason. Applying the European standards is just not economical to Australia for the most part. As mentioned you would get a good ducted air con system and solar setup even battery storage for the cost of just fitting hydronic heating.
