Just bought the property and contacted council and engineer came out and said there is no problem, how do I get my storm water out. This was after a small down pour. All you can do is increase the head. Does the pipe connect to a silt pit or does it only service downpipes, i.e. you have no surface or ag drainage? Are the downpipes metal or pvc? 3in1 Supadiverta. If the pipe is full, you will lose hydraulic head to that point but there will still be positive head above that point. That is a hell of a lot of hydraulic head, you clearly have an obstruction in the pipe.The water level at the kerb is a red herring.
