Rendered Wall

Hi All,
Would anyone be able to help out with what is going on in this photo. Its the base of a rendered wall (indoors). It appears paint is coming off in small lined sections in a small area.
You have moisture migrating up through the slab, probably due to the builder failing to install the vapour barrier to the face of the slab edge as required (not just to the under side of the slab) the moisture has drawn minerals (salts) with it and it is showing on the outer face of the wall, (that's the flaky paint you are showing in the image).
