The house has open vents which pass directly through to the outside. I've explained to the rental company that most of the noise is coming in said vents and that they need to add noise cancellation coverings to the vents to stop noise. However, the rental company have said that due to "regulations" there are not allowed to do anything to the vents. I can't find any regulations online that match this discription, does anyone know if any kind of regulations exist in Victoria which would make covering these vents illegal? Those vents came about in the 1920's because kerosene heaters became popular and a few people died because of carbon monoxide poisoning so the councils mandated that you had to have vents to allow for air circulation. I doubt that anyone has used one of those heaters in the last fifty years. The heritage aspect though is a different matter and they probably don't want you to change that detail of the house.
