I've got house being built, the land was subject to lsio, hence needed to fill in 600mm, do that finished level with slab meets ahd levels. Now there is 3.5m easement (sewer and Strom water) at back, which is about 900 mm lower from house floor.
Q - Can I fill it up to same level say 800mm and rip off the fences and put 800 retaining wall on boundary and put the fence on top of retaining wall?
Will council allow to fill in and bring the backyard at same level so that no one falls behind and hurt themself? Have little kids at home...

You will need to check with the council as it may require a planning and Building application (with Engineering)
In WA we have a 500mm max so it has to be a variation to the planning codes
