Looks to me that the problem is lack of flexibility in the plaster/paint. The steel lintel will expand and contract more than the lining materials that are attached to it, and that movement is causing the cracking. To fix it you need to strip it back, fill the gap with something flexible and then paint with paint that can handle the movement. I don’t think liquid nails is the answer, but a paint place should be able to give you some advice as to what you could use. Also, are the downlights halogen or LED, as halogen would create a fair bit of heat, which might be contributing.
