I am recently built a house in blacktown council with custom builder.
As part of handover, I have received
1. Sewer service diagram and 2, Certificate of compliance from fair trading.
However, the Sydney water doesnt seem to have record of the sewer service diagram.
Would plumber have received the certificate of compliance from fair trading without having to submit the sewer service diagram ?

He could have. He may not have lodged the new diagram with them yet.
Chase him up and ask whether he has or not.
Raised a SR with Sydney water , not sure what the issue was previously . I am now able to get the SSD
