I purchased a house approx. 6 months ago and have been having some issues with the planter box leaking through up the underground storage and rusting on the bondek from the water exposure.
I have the endorsed construction plans and they state that “shop drawings for planter box must be approved prior to construction” however I have gone to the builder and they don’t have the drawing and are confident they were never done, surveyor doesn’t have them and the developer said they don’t have them.. what are the implications for the builder if the shop drawings were not completed?

Shop drawings should be a record of how things go together, they don't represent what actually happened. Why not just tank the planter box?
