I'm re-painting one of my Bedrooms and the existing paint fell off the Ceiling.
Looks like the pure white (plaster) material just on the Ceiling, I sanded it down a little but is still
very powdery when I brush it. Do I need to seal this? I don't want my new paint flaking off.

I consulted a couple of separate painters that had done some work for me doing renos and they both recommended Bindenol ( an old sealer/binder no longer made ). I sanded and patched two of the ceilings that were the worst affected and painted them with one coat of Bindenol then a coat of primer and two coats of topcoat. Six months later they both started to peel again. Lesson learned. It's a bit like painting over rust. Save yourself some hassle and do what I did. I replaced the old plasterboard ceilings with new Gyprock ones. Problem solved.There are other probably better products now made but I doubt they would be any better at solving your problem.
