Have you confirmed that the builder has failed to install them? It looks like you are in WA. Depending on what type and size of pile you had specified you may not hav even seen them get dug and poured if you weren't on site when the footings were poured. Often the grano workers will dig the footings on one day and allow the plumber and electrician to do there pre-lay, then the next day just prior to pouring the footings will clean up the footings and auger out the pile holes. Thats to make sure the holes don't start to collapse over night. If you aren't on site in the hour before they start pouring the footings you may not even see them get dug. I remember asking my inspector at the slab inspection pre-pour about the piling and he said it’s installed later. So either he didn’t know what he was talking about or he misunderstood the question.
