My friend is renting a property and it has a path, as illustrated, right around the house.

The path is not made of concrete but rather some sort of crushed rock that's compacted and seems to form a pretty hard surface.
The path slopes away from the house and toward the neighbours fence.
What are those drains I can see? There looks to be some sort of pipe that connects these drains right around the perimeter of the house.
I don't understand how the drains pictured capture water. Can someone explain that to me, please?
My understanding is that there should be a spoon drain (at the end of the slope) which captures all the water and then takes it to the storm water.
Is this just the builder's cheap version of perimeter paving with drainage?
