You will need to remove tiles first than cut part of the wall so plumber can access the taps in the wall. The issue is mainly waterproofing which is why they say shower is hardest, if you touch or cut the waterproofing than repair it you will more than likely void your warranty. The cost of changing the taps after handover will not be cheap as you will need tiler, Waterproofer, plumber and someone to do wall repair. Most builders should allow you to provide the taps you wont just to be installed by their trades at the time of building, just sweet talk the supervisor. If mixers are not built into the wall - it is literally 10 min job. For concealed shower or built into-wall mixers it will be as hard as Splashers said above, so better get the right mixers straight away.
