I have arranged to remove it, had a chat with a lot of people, and everyone was of the opinion that I don't have many options unless I have video evidence of them dumping it. even with video evidence removing it yourself would be an easier option, because there is no fast process that would allow you to force someone to remove it. if you can get an invoice dedicated to just removing that pile of dirt, you can try and get the other party to compensate you while not delaying your own construction, but it might take a lot of time and effort. Contact the actual builder, not the site super. If they say not them, tell them when the police receive the complaint and ask to see proof of their spoil removal, they'll be up sht Creek.
